Windows Explorer Crash After IE7 (Internet Explorer 7) update. or Windows Explorer has encountered a problem and needs to close. We are sorry for the inconvenience.
After doing some searching for this problem I found a person with the exact issue I was having but could find no "official fix" from Microsoft or other professionals.
The problem started after an install of Internet Explorer 7 and went a way after I uninstalled IE7. the error was: Windows Explorer has encountered a problem and needs to close. We are sorry for the inconvenience. Then explorer.exe would restart.
below is a post that I found describing the problem very well. Below this post is the fix that I have implemented and has eliminated the problem.

Hello,
Since installing IE7 via Windows Update (hence the final version of course), Windows Explorer (NOT IE7) occasionally crashes. This happens with or without a running IE7 session. From tome to time, let's say 2 - 3 times a day there's suddenly a window popping up with the message that Windows Explorer has a problem and needs to shut down, followed by a Dr. Watson crash. So far I could not find a straight pattern to reproduce this behavior, it is really intermittently. My main questions are:
- Is this a known issue?
- Is there a way to solve?
- How to track down the reason of this particular problem?
Note that running IE7 is not a problem, I can browse the Internet without any troubles.
My OS is Windows XP PRO SP2 (English). The machine ran perfectly before IE7.

The Fix is as follows.
1) load the recovery console (skip to step 2 if you know how to do this)
Insert the Windows XP CD in your computer reboot and boot from the CD. when the drivers finish loading you will be asked what you want to do: "recover windows from recovery console" or "install windows" or "automatic recovery" press [R] for recovery console. when the recovery console loads you should be presented with the option to select a windows installation you wish to work with in most cases only one installation is present so press [1] and then [enter]. It will then ask for your administrators password enter the password and press enter. You will be presented with a command prompt that looks something like this C:\WINDOWS>
2) Recover explorer.exe from Windows XP CD
Now that you have the "command prompt" type in this: "expand D:\i386\explorer.ex_ c:\windows\explorer.exe" without quotes. (where D: is sub for your CD drive) and that should fix the problem. Type [exit] press [enter] remove the XP CD from the CD Drive.
